Senior Financial Analyst

We are in search of an Senior-level Financial Analyst with demonstrated success in supporting the Federal Aviation Administration (FAA) Acquisition Management System (AMS). The Senior Financial Analyst’s focus is on the coordination, accounting, planning and administration functions. The management analyst provides business management functions such as budgeting, financial analysis and planning and control of funding and allocation of funding. These functions include business process analysis to describe and create defined business and operations controls and processes.

Essential Functions
• Perform investment analysis, resource utilization analysis, and cash-flow analysis
• Prepare funding documentation (procurement requisitions)
• Review, evaluate, reconcile and track Customer Organization contractor invoices
• Provide inputs to aid in contract modifications using FAA financial and business tool sets (including KSN, PRISM, and DELPHI)
• Provide financial tracking, analysis, and reporting support
• Provide lifecycle cost estimating support
• Close-out of Customer Organization activities
• Develop and provide role-specific project metrics data
• Develop and provide cost status and other contractor forecasts, including estimates at completion and estimates left to complete
• Support all project and program risk identification, management and mitigation activities

Must Have Qualifications
• Bachelor of Science degree in Accounting, Business, Finance, or Economics
• 15 years’ relevant experience
• An understanding of Appropriation Law
• Experience and understanding regarding quantitative analyses, to include investment analysis, resource utilization analysis, and cash flow analysis
• Experience and understanding of database mining (database examples could include Oracle Data Base Management System (DMS), Hyperion, SQL, or other industry standards)
• Familiarity with FAA standards, guidelines, and Standard Operation Procedures (SOPs)
• Familiarity with ANG standards, guidelines, and SOPs

Desired Qualifications:
• Familiarity with FAA Acquisition Management System (AMS) and guidelines
• Familiarity with National Archives and Records Administration (NARA) records policies

• Position is open to U.S. citizens and U.S. Nationals
• Must successfully complete a Public Trust background investigation
