Senior Technical Proposal Manager

TechTrend, Inc., is seeking an experienced, senior-level professional to lead our proposal efforts and campaigns for new business. The Proposal Manager will be responsible for leading all assigned proposals efforts in coordination with the TechTrend Business Development, Capture and Technical support teams. The successful candidate will have a successful track record in developing and managing winning proposals for a federal government contractor.

Desired qualities include demonstrated leadership, an ability to perform well under pressure, have a can-do attitude, have a strong command of the English language (both written and oral) and have the commitment and willingness to help grow our business. Additionally, this opportunity requires the ability to manage multiple proposals, sometimes simultaneously, utilizing a formal proposal process framework such as Shipley.

Overview of Primary Tasks:

  • Manage and author, compliant, compelling, and competitive responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and Sources Sought notices
  • Contribute to pre-proposal activities including intelligence gathering, team building, performing a competitor analysis; conducting client research; and contributing to pre-bid decision making activities
  • Develop winning proposal strategies in coordination with BD/Capture team
  • Develop story boards, proposal outlines, compliance matrices, and proposal schedules
  • Lead and/or write proposal content as appropriate
  • Coordinate proposal reviews with all stakeholders
  • Generate reports and communicate status to Executive and BD/Capture personnel
  • Improve and maintain proposal content library and related documentation to include past performances, reusable proposal content, corporate capability materials, and other content to support effective and efficient proposal efforts
  • Ensure absolute compliance with solicitation requirements and evaluation criteria
  • Manage proposal kickoffs, schedules, and color reviews through the final production and delivery of compliant and compelling proposals

Other Tasks May Include:

  • Provide input for the development of web site content and marketing materials
  • Represent the company at small business showcases and conferences
  • Translate text into high-quality proposal graphics
  • Related technical writing and business development tasks, as assigned

Qualifications:

  • Bachelor’s degree in relevant field
  • Seven+ years of professional hands-on experience, preferably in the Federal acquisition space for information technology solutions to include cloud technologies
  • Ability to breakdown RFP requirements, develop win themes, and manage the effort in partnership with internal team and business partners
  • Expert Proficiency in the Microsoft Office software suite
  • Experience with building, managing, and maintaining SharePoint content libraries
  • Strong organization skills, attention to detail, and follow-through
  • Ability to work independently and in a team environment to develop compelling proposal volumes
  • Ability to produce professional, technically-sound, and visually appealing presentations
  • Experience developing and managing proposals – from rapid response task order responses to large (>$50M) competitive proposals, with customers ranging from Fed/Civil to DoD to commercial.
  • Experience with Shipley processes is a plus
  • Technical background and experience with technical writing is a plus
  • Completion of Microsoft Azure Fundamentals certification (AZ-900) within first six (6) months of employment

Work Location:  Remote and commutable distance to TechTrend headquarters located in Fairfax, VA
